AUSTIN, Texas — An Austin Water employee has been arrested for possession of child pornography following tips submitted to the National Center for Missing and Exploited Children (NCMEC).
According to an affidavit obtained by KVUE, an Austin Police Department officer who is also a member of the Internet Crimes Against Children Task Force (ICAC-TAF) for the Austin area was assigned to a series "cybertips" that were submitted to the NCMEC in late May.
The cybertips stated that 61-year-old Mark Jeffrey Raymond of Hutto uploaded and shared videos and images on Kik Messenger, Facebook and Snapchat that included child pornography and child nudity.
The affidavit states that the investigator was able to tie the shared files to Raymond by comparing his driver's license photo to the Facebook profile photo submitted in one of the cybertips and by comparing Raymond's email to the email associated with the Kik account and the Snapchat account.
The affidavit states that the investigator believes Raymond created and utilized the accounts of Snapchat username mraymond3308 and the Kik usernames of huttoman62 and bowler228 that were associated with the cybertips. The investigator also believes Raymond uploaded at least seven videos that meet the state's definition of child pornography.
Austin Water released the following statement regarding Raymond's arrest:
"Austin Water is aware of the criminal investigation regarding Mark Raymond. We do not have a comment on this active investigation."
