Pflugerville ISD police officer arrested over 'inappropriate interactions with students'

He is accused of using Snapchat to message three female eighth-grade students who were all 13 years old when the alleged interactions occurred.

PFLUGERVILLE, Texas — A Pflugerville ISD police officer has been arrested after the district learned of “possible inappropriate interactions with students.”

A spokesperson for Pflugerville ISD said the school district learned of the allegations on May 9 and immediately placed the officer on leave. An investigation was launched along with law enforcement.

During the course of that investigation, the district terminated the officer’s position on May 26.

Affidavits obtained by KVUE reveal 49-year-old Estevan Alonza Soliz is charged with online solicitation of a minor, a second-degree felony, and tampering with or fabricating evidence, a third-degree felony. He was the sole full-time officer assigned to Kelly Lane Middle School.

Soliz has been an officer for approximately 26 years and worked for the Pflugerville Police Department for over 14 years, the affidavit said. He had been at Kelly Lane for "several years."

He is accused of using Snapchat to message three female eighth-grade students who were all 13 years old when the alleged interactions occurred.

The first victim spoke with the school counselor on May 9 and said Soliz had sent her messages the night before asking if she "had room for friends with benefits." She said she was afraid something sexual would happen if she was alone with Soliz at school that day.

The victim also expressed concern for her friend and believed Soliz was contacting her via Snapchat as well. The second victim spoke with school staff and reported Soliz had called her "fine" and made references to sex. The affidavit said Soliz demanded the victim delete the texts.

The second victim also said Soliz had touched her inappropriately. She identified a third victim, who later spoke with a school counselor.

The third victim said Soliz had brought her a phone after her parents took her personal phone away. Soliz allegedly downloaded Snapchat on the phone and added himself as a friend. She said Soliz sent her heart emojis and greetings such as "hi." That phone was turned over to law enforcement.

The documents said an investigation showed Soliz had used Snapchat over 200 separate times on the school's wireless network.

Pflugerville ISD was notified by police that Soliz was arrested on June 15.

“The alleged behavior is not condoned by Pflugerville ISD,” the spokesperson said. “PfISD remains committed to maintaining a safe learning environment for its students and staff and will continue to cooperate fully with law enforcement to achieve this objective.”
