HOUSTON - A Cy-Fair ISD police officer is facing 2 counts of oppression.
Prosecutors say 26-year-old Patrick Quinn used his badge and school district-issued patrol car to try to fufill sexual fetishes. Neighbors say they would see the school-issued car often.
"It's creepy it's not okay to do that people, if he's supposed to be protecting us," said Keya Hilton, a neighbor.
Prosecutors say a woman left a friends place at the Reserve Apartments off of Jones Rd., the same complex where Quinn lives. The officer allegedly pulled the young woman over because of an expired sticker on her car. He allegedly made her get in the back of the patrol car.
The D.A.'s office says because he's a school police officer, he shouldn't be making any traffic stops, especially at 3 a.m.
Investigators say Quinn searched her car, then told her he wouldn't take her to jail if she showed him her feet or gave him her underwear. Seconds later, they say the officer abruptly told the woman to "forget about it".
"It's not right for you to have that job. People depend on you. Credibility is out the window now," said Keith Hilton Jr., a neighbor.
The next day, the victim contacted authorities. They took her back to the area where she was pulled over. Police found her insurance card on the ground. They say finger prints on it were traced back to Quinn.
Cy-Fair ISD officials released a statement:
We are appalled by the nature of the allegations brought forth against one of our officers. After learning of the allegations, we immediately placed the officer on administrative leave pending the outcome. Allegations of officer misconduct are taken very seriously and we will not tolerate violations of criminal law, inappropriate actions or any unprofessional behavior which compromises the public's trust or tarnishes the reputation of the department. It is imperative that individuals speak out and contact law enforcement so we can work together to keep our communities safe and we urge anyone with additional information to contact the Harris County District Attorney's Office.
Quinn is placed on administrative leave and is out on bond. The district attorney's office is asking any other victims to come forward.
